Evaluation of public policies to prevent femicide in Ecuador

In Ecuador, femicide constitutes the most extreme manifestation of gender-based violence and represents a serious violation of women’s human rights. The rapid increase in its incidence reveals the persistence of structural limitations in public policies aimed at its prevention, as well as weaknesses in the coordination and performance of the various responsible governmental entities. This study aims to evaluate the effectiveness and scope of the public policies implemented in Ecuador to prevent femicide and to identify achievements, limitations, and potential improvement strategies for the protection of women’s rights. A mixed-methods approach was applied through a narrative literature review, complemented by legal research based on the analysis of relevant doctrine and jurisprudence. The results indicate that, although Ecuador has an advanced legal and programmatic framework to address femicide, its effectiveness is constrained by structural and institutional weaknesses. Therefore, it is essential to strengthen interinstitutional coordination, ensure adequate resources, consolidate permanent evaluation systems, and prioritize preventive strategies aimed at transforming the cultural patterns that perpetuate gender-based violence.
